Abstract: In order to management of Autonomy Area as execution of Code/Law Number 22 year 1999 about Local Government, Town Stone take charge of big in the effort making Town Stone as town which still young have good governance, cleanness and is self-supporting. This research use method qualitative, this approach kerena in base oning by philosophy of fenomenologi and also method is qualitative expected can give clarification detailedly about role phenomenon On duty Information, Communications and Library of Town Stone. Result of this research of menunjukan that 1 as communicative information bridge or mediator, On duty Information Communications and Library of active Town Stone to look for and really news which always newly, actual by profesiona. As for information type becoming area of garapan On duty Information Communications and Library have the character of timbale return 2) As for performance and role On duty Information Communications of da Library in management of Autonomy Area Town Stone enough responsive ( tanggap) and have tried to give good service of goodness with communications medium and information which is complete enough: mass media, electronic media, and cybernetic system which have been provided by government of Town Stone.
